Objective of this proposal is to design an educational learning program called Backward Design (BD) to improve student learning. Essential goal of teachers is to design a program that will enhance a positive learning environment to assist students to achieve success in the academic environment. Students are required to have a deep understanding of learning to succeed in a dynamic, complex and global connected world. In the United States, different educational programs are being implemented; however, some of these programs lack a systematic evaluation to ascertain effectiveness of the programs. Action research has been identified as an effective theoretical framework to design a learning program that will make student to learn in a positive and enhancing environment. Typically, the action research is a self-reflective inquiry that provides collection of evidence with reference to education practices. The proposal uses the action research theory to design the Backward Design program that will assist our organization to secure funding for our program.
1. Description of the Achievement Target
The proposal will use a research program called BD (Backward Design) program aimed to receive funding from federal government, state government and different education foundations. The program aims apply a rigorous approach to learning to assist students who participate in learning to achieve an authentic education, which will prepare them for careers and college. Our target is to make our students excel in all categories of the entire teaching subjects. Our goal is also to make students' academic performances to be above the national average scores.
Our performance target is to ensure that students in the Backward Design learning environment perform significantly better than the students in a traditional learning environment. Our target is also to ensure that the BD students score higher in CST (Complex Scenario Test) compared to students in traditional learning environment. The CST is designed to measure the strategy student can apply knowledge and information in order to generate advise to solve problems in a complex real world environment. The proposal also aims to assist students using the BP for learning to have a deeper understanding in test than students who learn in the traditional learning environment.
2. Drawing the Action Research Theory
The Sagor Model suggests the collaborative action research presented in a five sequential steps:
Report results, and Action planning. (Sagor, 2000).

The fig 1 reveals the Action Research model that integrates the steps through the reflection process. The proposal uses the visual diagram to illustrate the strategy the proposal will employ in achieving the project vision.
Sagor (2000) argues that a data collection is a critical element of the five-step action research process that can assist teachers to view the learning from different lens. Sagor (2000) argues that a researcher should communicate research results at the fourth step, and the last step is the action planning used to address the original problems in order to improve the school practice. The proposal will use the first step to plan the strategy for the changes. This step will be used to formulate the research problem that the proposal attempts to address. One of the educational learning problems is that the schools are facing challenges in identifying an effective leaning program to improve student academic performances.
This step also assists in developing the research questions that need to be addressed. The proposal will use the second step to carry out the experiment and take action that will lead to solutions. (Calhoun, 1994). The strategy is to collect test scores from students who learn under the backward design program and compare the scores with students who learn under the traditional learning environment. The step is very critical for the data collection to assist the researcher to identify trends where the third step is for the data analysis. The fourth step is to report the results while the last step is for the action plan used to implement the results.
3. Rationale the Research Questions
The proposal will sought to answer the following research questions:
1. Can BD (Backward Design) in AP (Advanced Placement) classes is able to increase the AP test scores and deepen student learning?
2. Is it possible for our students to score better scores on AP tests using the well-designed Backward Design learning compared to students of prior academic performance or of similar background who take traditional taught courses?
3. Is it possible for students taking the Backward Design courses to demonstrate and show a deeper conceptual understanding on the subject matter measured by the assessment compared to students taught in the traditional learning environment?
The rationale behind the question 1 is to assess whether the proposal will be able to improve the students' learning in the AP tests since it is one of the critical method to place students in college and other higher institutions. Moreover, the question is to enhance a greater understanding whether the proposal will be able to deepen the students' learning.
The rationale behind the question 2 is to understand whether students should be able to perform better in the AP test by using a well design BP than students taught in the traditional learning environment.
The rationale behind the question 3 is to understand whether the proposal will improve the student learning than students who learn under the traditional taught environment. The rationale also assists in understanding whether the project can assist the students to understand the learning subjects.
4. Data-Collection Plan
Sagor (2000) suggests that a researcher should use a multiple approach to collect data. The project will collect data from student works, and archival records. Effective strategy is to collect scores of students from different socio-economic status, academic levels, race and ethnicity. The proposal will divide groups of students into two. The two groups are students who have undergone our BP program and students who have been taught under the traditional learning method. Students who learn under the BP environment will be labeled as experimental group, and the second group will be labeled as control group. Both the experimental group and control group will be asked to take the AP tests to answer the research questions. The outcome of the test will assist enhancing a greater understanding whether the program can improve the students' academic performances compared to students taught under the traditional learning environment.
The experimental group and control group will be asked to take tests in Government and Politics. There will be 1,200 students and 12 teachers within the 40 classroom compared to 470 control group students with 7 teachers and 20 classrooms. Moreover, both experimental students will be asked to take the AP Experimental Science. The 1,500 students, 29 teachers, and 70 classrooms will be selected for the experimental group students compared to 120 students and 12 classrooms for the control group.
The data will be collected from all the school categories in the United States. The study will use the state test scores, reduced launch, rates of free launch and number AP classes to define the school categories:
Moderately achieving schools
High-achieving schools, and Topmost-achieving schools.
Moreover, the project will collect data on daily activities such as logs, journals, and observations. More importantly, the study will collect data using the tests, written survey and interviews. The study will use multiple techniques to collect data to enhance reliability of research outcomes. Moreover, the use of multiple data collection techniques will assist in eliminating an imperfection in the research instruments to increase confidence when delivering the research results.
In essence, professional educators base their instructional decision on the best data, and action research can assist in achieving this objective. The proposal will follow the action research data collection process by making sure that data are valid, reliable and accurate to answer the research questions. The proposal will not rely on a single source of data collection to enhance the data reliability. Use of multiple data collection methods will enhance a data triangulation, which will enhance data reliability and validity.
Our proposal will be similar to the PBL (project-based learning). The PBL offers a pedagogical approach to assist students to succeed. The PBL uses the KIA (Knowledge in Action), which is one of the learning strategy to funding and collaboration for an educational project. (Edutopia, 2013). Collaborative curriculum experts, learning scientists, teacher leaders and research staff design the PBL. Our project will be similar to the rigorous PBL approach to design college preparatory course to assist student in participating tasks that will assist them to prepare for career and colleges.
The data analysis will involve both the qualitative and quantitative data analysis. The first step will involve skimming the data that will be used to identify the themes as well as for interrogating the data. Moreover, the research report will assist in disseminating the research findings to deliver quality of research results.
