An information technology manager plays a number of roles in an organization. The responsibilities of an it manager vary from organization to organization, depending on the size and operations of the organization. The tasks of an information technology manager generally move beyond the development, maintenance and security of the computer and information networks. In addition to that, a number of people who work in this field also address the responsibility of specializing in a particular aspect of the field of information technology. This paper explores the role and responsibilities of an it manager.

INTRODUCTION

An information technology manager plays a number of roles in an organization. The responsibilities of an it manager vary from organization to organization, depending on the size and operations of the organization. (Staff of the United States Department of Housing and Urban Development, 2010)

The tasks of an information technology manager generally move beyond the development, maintenance and security of the computer and information networks. In addition to that, a number of people who work in this field also address the responsibility of specializing in a particular aspect of the field of information technology. From the standpoint of operations, most of the responsibilities of the information technology manager are related to the following factors:

Testing of the integrity of the information systems and networks and software applications. (Staff of the United States Department of Housing and Urban Development, 2010)

In addition to that, as the technology tends to change very rapidly and becomes obsolete in a fast manner, therefore, the information technology managers also have to review the current information technology tools and techniques used by the organization and ensure that the current technologies are in alignment with the requirements of the organization. (Staff of the United States Department of Housing and Urban Development, 2010)

It can, therefore, be concluded that a successful information technology manager must have an ability to identify and implement enhanced technologies so that the strategic objectives and overall goals and plans of the organization could be enhanced and made better. (Staff of the United States Department of Housing and Urban Development, 2010)

In addition to that, for a growing number of information technology managers, business planning, specifically in terms of the internet presence and operations of the organization, are also included in the requirements and responsibilities of their jobs. (Staff of the United States Department of Housing and Urban Development, 2010)

The responsibilities of the information technology manager depend on the mission of the organization. These responsibilities may range from the encryption and tracking of the information that is collected from the consumers who visit the sites to the development and monitoring of a number of online community tools. These tools may include message boards, feedback forms, surveys, etc. (Staff of the United States Department of Housing and Urban Development, 2010)

Apart from that, the responsibilities of an information technology manager also, generally require him to monitor the upgradation and installation of the software and hardware related to the system, which are required for internet and intranet sites of the organization. (Staff of the United States Department of Housing and Urban Development, 2010)

Successful management of information technology is strongly associated with the organizational as well as organizational change. The information technology can be managed in an effective and efficient manner only under the observation and guidance of a strong leader. (Kendall & Buffington et al., 1987)

The initiation of this management requires that the goals and objectives of the information management strategy are clearly defined so that all the concerned employees may put in a collective manner to achieve those shared goals. (Staff of the United States Department of Housing and Urban Development, 2010)

In addition to that, this clear description also puts forward the manner in which the organization, as a whole, will operate rather than the manner in which the information systems, themselves will operate. A combined effort shall then be rendered to instigate a sense of urgency in relation to the deployment and maintenance of the new techniques, tools and processes. (Libicki, 1995).

Apart from that, another important responsibility of an information technology manager is to indulge the stakeholders and involve them in the project related to information technology. This indulgence ensures that the project under consideration is supported by all the levels of the hierarchy of the organization. (Staff of the United States Department of Housing and Urban Development, 2010)

The indulgence of stakeholders in all the projects that are initiated by the information technology department also enables the information technology manager clearly list down the requirements of the projects and the benefits that would be provided by this project to all the levels of the organization. (Kraemer, 1989)

If the projects, on the other hand, are solely fuelled by the acquisition and deployment of new and advanced technology only, then this indicates that the information technology manager of an organization is not fulfilling his or her roles and responsibilities in an effective manner. This is because these projects have a very little impact if they are not supported by the key stakeholders, who exist outside the boundaries of the department of information and technology. (Staff of the United States Department of Housing and Urban Development, 2010)

1. RESPONSIBILITIES of the it MANAGER

The major responsibilities of an it manager are listed in the following section:

1. To manage the maintenance and development of the information technology and computer systems. (Boynton & Jacobs et al., 1991) This responsibility includes the following activities:

Planning, organizing, directing, controlling and evaluating the operations and activities of information technology systems and electronic data processing (EDP). (Boynton & Jacobs et al., 1991)

Development and implementation of the policies and procedures in relation to the functionality of electronic data processing and activities of information technology and computer systems. (Boynton & Jacobs et al., 1991)

Controlling and management of the budgets and expenses of the computer systems and information technology tools. (Boynton & Jacobs et al., 1991)

Recruitment selection and management of the personnel and contractors, in relation to information technology, development, implementation, utilization, administration of computer and telecommunications software, as well as information systems and networks. (Boynton & Jacobs et al., 1991)

2. To ensure that the technology available in the organization is easily accessible and is equipped with current and advanced hardware and software. (Staff of the United States Department of Housing and Urban Development, 2010) This responsibility includes the following functions:

By troubleshooting the hardware, software as well as the network operating systems and by providing orientation to the new users of the technology that already exists in the organization. (Staff of the United States Department of Housing and Urban Development, 2010)

Training the staff in relation to the potential use of the existing technology of the organization and providing recommendations about the manner in which the information could be accessed. (Staff of the United States Department of Housing and Urban Development, 2010)

3. Other responsibilities of the information technology manager include the development of mechanisms to secure the information technology systems and networks, monitor the systems constantly to exploit maximum benefits and proposal of recommendations about further purchase of technology equipment. (Staff of the United States Department of Housing and Urban Development, 2010)
