This means that another goal associated with VOM policy is reduction of backlog cases or pending minor juvenile offenses.

The VOM program comes with significant benefits to society. The program reduces the adverse effects of incarceration, in cases where parents who are breadwinners may end up in jail. The experience of the program increases the appreciation of justice in society. Additionally, the program has the capacity to reduce the effects of criminal activities on the society by offering the offender and victim an opportunity to forgive each other. The program offers the offender an opportunity to apologize, participate in restitution, amend their wrongs and restore their images as competent people (McCorry, 2010).

Owing to the fact that this proposal wishes for adoption of this policy in juvenile legal system, the program is suitable for both violent and less violent crimes. This is because the primary objective of the policy is to decrease the level of recruitment into adopting criminal ways of life. Although some studies suggest that the policy should focus on strategic offenses, those that show high risks of continued criminal lifestyles, the courts will have a role to play in identifying the cases to consider (McCorry, 2010).

Challenges in implementing the policy

Although the VOM program dates back to the 1980s, the personnel or rather the mediators and facilitators will require training. The only issue in conjunction with training is that there is no certification for the mediators suggesting that one cannot use the skills acquired in other areas to seek employment or promotions (McCorry, 2010). Although it is not appropriate to blame the government for this, there is a need for a standardized formal training. In addition, the training takes about twenty-four hours. Meaning that the training is short whereby the trainees are to acquire basic skills.

The community or society poses a significant influence in the success of the VOM programs. This is because they feel the effect of the crimes. There is tension from the community because they do not know how the program functions (McCorry, 2010). In addition, due to the fact that victims will come from the community, they might fail to collaborate because they would want the offenders to face the law. Also, the community may victimize the victims if they fail participate. Some victim advocacy groups suggest that it is not safe for the victim to meet his or her offender because it may lead to recalling of the offenses, especially if the offences were violent (Gehm, 1998).

Research Methodology

In order to achieve or answer the research questions provided in this proposal, it will require an extensive methodology including several variables to guide the research. The proposal will employ interviews and filling of questionnaires. For this study, I recommend an environment such as a correctional facility, located in a neighborhood, which has adopted the VOM program. This will provide information about the annual costs on incarcerating juveniles in comparison to the annual costs after implementation of the program.

In additional, the study will include the youth who have successfully undergone the program, and identify their current behavior in relation to crime. The correctional facility will also provide some of the challenges they faced when implementing the program, and the vicinity of the neighborhood, which is the immediate participant in the program, will offer perceptions concerning the VOM policy. In addition, the study will have to borrow from the neighboring juvenile courts to find out the influence of the program to the case backlogs. All this questions will appear on the questionnaires.

Design

In order to maximize the accuracy of data, I recommend case studies at different settings. This will increase familiarity with data in its original setting to appreciate the study. The different settings will offer information, which the investigator will use to answer the research questions. The investigator will evaluate the cost of incarceration of the juvenile offenders and compare it after implementation of the policy, to establish whether there was any difference. In addition, the various heads of the environment of study will offer assistance to access the significant information for the study.

Setting

This proposal recommends an environment, which includes a neighborhood, a court and a juvenile correctional facility. This facility should once have implemented the VOM program in the present or at some time in the past. This will help in comparing the costs incurred when incarcerating juveniles, compared to the costs incurred after implementing the policy. The court will offer information concerning the backlog cases before and after implementation, whereas the neighborhood will offer assistance on their perceptions concerning the programs. In addition, the facility will help in identifying the various challenges they faced when implementing the policy.

Participants

The proposal recommends that the investigator should utilize the community, heads of the correctional facility, judges to increase the diversity within the sample and achieve the objective. In addition, the study may include juvenile offenders, if the facility will allow it.
