The legal implementation of the processes that are involved in the improvement of learning in schools is varied. These range from mere school rules to the acts of law that designed in order to ensure that a favourable environment is created and maintained in schools. The main areas that should be targeted by these institutional changes are implemented through the legal reinforcement of the ideas that are targeting the personal evolvement of the students, the review of the curriculum and the improvement of the schools leadership and development. All these ideas are the core factors that are sure to bring major improvements in the learning environment of every school (Aurora, 2001)

The very first issue that should be tackled by means of amending appropriate legislation is the concerned with the barriers to learning. It is imperative to study the different types of learning barriers that are unique to each and every school in order to come up with appropriate measures to counter their effects. The barriers usually impact negatively on the learning experience of the students, the teaching process and the general assessment techniques of every school. The individual instructors in each and every institution should note down the unique socio-economic impact of these barriers and then forward them to the appropriate educational authority for the sole purpose of drafting the necessary legislation that shun these barriers. The legal framework should be tailor made in order to address the following key barriers to learning:

The first category of socio-economic barriers that should be address by way of adopting the appropriate legal framework is poverty which aggravates effects of hunger. No student can learn on an empty stomach. It is therefore necessary to come up with appropriate means of feeding these students. The government should ensure that it puts into action feeding programs for poor students .This can be in the form of the provision of food stamps programs. The government can also assist the needy students by subsidising the cost of their meals. These programs should be backed with appropriate legislation in order to ensure that the funds are properly allocated and utilized in the effort to ensure that students never go hungry ( Aurora,2001).

The second barrier to be tackled with appropriate legislation is the issue of HIV / AIDS and its related short comings. The government should come up with a legal framework that will ensure that all students who are affected and infected by the HIV / AIDS are given appropriate care. These may include the provision of antiretroviral (ARV) drugs to the students, their parents and guardians. The inflicted families are also to be provided with proper financial support and housing in order to ensure that the students don't get psychologically affected. By the effects of the pendemic.The government should also come up with a legislation that encourages the inclusion of the topic of HIV / AIDS in their curriculum (Butts, 1998).

The third barrier that is very widespread across most schools is the dominance of teen pregnancy. The government should come up with well formulated policies that are geared towards the reduction and if possible elimination of this learning barrier. The policies should include encourage the practicing of safe sex and abstinence, the provision of contraceptives most important the legislation of policies that are geared towards the spreading of the general awareness towards the issue of teen pregnancy.( Butts, 1998)

The government in collaboration with the stakeholders in the educational sector should come up with systematic solution that are given appropriate legal backing in order to reduce cases of teen gang violence and the rampant behaviour of substance abuse that bring about a variety of problems to students and hence incapacitating their learning abilities and their future as useful citizens. There should be tougher punishments that are dispensed to the members of illegal gangs and the drug peddlers who target schools going children (Barber, 1992).

The other forms of barriers to learning that should be addressed by appropriate legislation include the elimination of systemic barriers to education such as the very large sizes of classes, the lack of proper discipline, the lack of proper document copying machines and the perpetual lack of water and electricity in several schools.

Appropriate legislation should also be put in place to eliminate the very serious pedagogical barriers such as the existence of under qualified instructors and educators who have very little or no experience in the teaching industry. The last category of barriers to learning that should be handled by means of appropriate legal framework is the medical handicap situations that affect the students with special needs. Proper laws to supports students with albinism, deafness, blindness and epilepsy should be enacted. This is partly to ensure equality in the level of educational quality that these group gets in relation to the generally non-handicapped majority (Barber, 1992).

The financial implication of the ideas

The financial implications of these ideas are varied. They range from the need to sustain the projects that are geared towards the elimination of the barriers to the funding of the research that are concerned with the coming up with a revised better curriculum that would ensure that students achieve a holistic education. These finances are basically sourced from the government and donor bodies. Due to the large amount of money involved. Proper mechanism should be put in place to prevent the embezzlement of these funds since education is important to every nation and lack of an educated population is a cause of much more costly problems (Haynes,1994).

The personal implications of the ideas

The implementation of these ideas involve the personal sacrifice and dedication of both the donors, educators, parents, students and even political leaders who push for the implementation and adoption of the appropriate policies that are geared towards the improvement of the school learning efficiency. The time and monetary that these individuals dedicate towards the improvement of school learning experience is indeed very great (Haynes, 1994).

The institutional implementation

The institutional implementation of the school improvement ideas is varied. They range from the proper management of funds and resources that are dedicated towards the improvement of learning to the installation of proper leadership and management of the respective institutions. The institutions are also mandated to monitor the peculiar activities that might result to cases of teen pregnancy, drug abuse and even violence among the students (Barber, 1992).

Conclusion

The process of improving the school running and learning process is very complex and therefore requires the efforts of the government, the institutions, the students, the staff, the donors, the parents, the guidance and many other stakeholders in the educational sector. It is therefore imperative that the process is properly orchestrated with high level of coordination and legislation. This is because education is the key to the phenomenal growth of all the economic and social sectors of any nation (Center for Civic Education, 1991).
