[. . .] The water and air quality are issues with the report because of the recent reports of the Map Ta Phut crisis. The area has been undergoing a lot of scrutiny over the past three years, and vague language is not going to provide leaders the secure feeling that they will need when evaluating the project. The report does discuss how the company will assist fishermen expand crab and squid beds in the area, but it does not talk about if that sea life will be able to continue to produce based on their requirements for salt in the water. The efforts of the company would be better demonstrated by increased attention for the air and water quality.

Discuss Chosen Aspect

EBR (2009) reported that the clean coal-fired plant would continue to be constructed due to its attention to environmental detail, and the forums that were put in place to make sure that the people of the area were listened to. This report does have some weak language, but overall it is positive, and it seems that the planners attended to almost every detail. Since they are allowing the public to speak to them about any issues that occur, it is likely that any issues with air or water quality will be addressed.

The most important consideration in the report is air quality, and despite the weak language regarding the planting of trees and the construction of a wind shield, the report does show strength in the planning that occurred. The primary details are in regard to the manner in which the plant will work, and the type of coal that will be used. Since industry in the area has been largely shut down for the past two years due to an injunction from the people who live in the area, it is gratifying for the people to see a company that is responsible enough to demonstrate care for them and the environment.

Holland (2007) gives direction to anyone who will be evaluating a report based on the political and social aspects of the report by saying that the analysis needs to be conducted on macro-, meso- and micro- levels. The macro level has to do with the policies that are being implemented by the government and in the nation as a whole. The meso level regards those same actions at the state or region level. The micro level evaluation has to do with the immediate area of the report and how local people, flora and fauna are affected. In the case of the GHECO-One project, the report looks at air quality form all three levels. The government has implemented recent laws with regard to how much sulfur and carbon can be released into the air (in response to the Map Ta Phut crisis), and the country has begun making concerted efforts to clean up. There is little discussed with regard to the meso level, but locally, the people of the area were able to get involved and the environmental impact assessment was conducted on all of the land within a five mile radius. This ensures that local populations will be well cared for by the plant. The report demonstrated significantly more strengths than weaknesses because the people who drew it up paid attention to most of the small details that would need to be addressed.


The area around the Map Ta Phut coal fire plant has undergone some significant changes in the last few years because of industry and government attention to air and water quality issues. Because the people demanded better environmental protections from the government, sweeping changes have been made. From this report, it is amazing to see that GHECO-One began making all of these changes prior to their implementation by government edict. The fact that there are some flaws in the language and possible implementation of the plan can be handled by a plant management that seems willing to pay attention to these issues. It was a report that covered both the basic details of the possible environmental impact of the plant, and went into detail as to why this was the best method for providing needed electrical energy to local people and industry. This company can be an example to the rest of the area that has come under fire for its environmental negligence.
