The examples of such programs include China implementing the energy efficacy programs through national development and reform commission and it has implemented an energy conservation law. Similarly Japan has also adopted an energy conservation initiative through government developed laws. The Korean energy management corporation is also an example of state owned enterprise with its focus on energy efficacy. The government has also adopted a regional energy utilization act to facilitate the institution. Thailand had initiated a department to facilitate energy efficacy. The energy conservation promotion act provides a basis for department of alternative energy development and efficacy's functioning (Wang, 2010).

The East Asian region is facing a serious energy crisis as their fuel requirements are meet through imports. The countries are also falling short of their requirements. One of the major issues is the cost of imported fuel usage in producing energy. The control over the cost and production of energy in most countries is affected through reliance on elements beyond their controls. In such cases the regional cooperation is an essential requirement. The current state of coordination and cooperation through ASEAN and other related forums should be increased. The major countries in the region including China, Russia, Thailand, Singapore, and India are the hubs of energy consumption. The countries are also dependent on imports for producing energy. The future state of cooperation between the countries within the region is dependent on the economic and energy related issues. The countries rich in oil and gas reserves includes Russia, Iran, and other Middle Eastern states are developing close ties with their neighbours to assist each other in capturing local market and concluding their future line of natural reserves exports. In such respect they are also working on the lines to develop markets and create a localized impact on the major international energy producing countries.

The settlement of geo-political and territorial issues between two major countries of the region namely China and Russia indicates that the military and economic cooperation between two counties will not only open various corridors for other countries in the region but the energy issues will also be addressed through joint ventures. The countries in the region are also developing a neighbour harmony and as a result the energy imports and development of reserves through joint initiatives are also becoming one of the major regional developments.


The energy requirements of East Asian region are widely dependent on their imports. The reliance on imports also poses threat to the energy security of the region. It is also noted that the increased dependence on imported energy fuels has influenced prices of energy in the relevant countries. The leadership of these countries is also focused to create an effective and affordable energy fuel mix including gas, coal, wind, solar, and nuclear energy. The countries in the region also face various issues including the political and territorial conflicts. The coordination in energy sector in such conditions is a difficult task. However the major countries including India, China, Russia, and Japan has increased cooperation with each other to resolve energy related issues.

The effective contribution of regional cooperation is evident through developments is ASEAN +3 and East Asian Summit findings. The countries are looking forward for cooperation in energy sector to create an emergency reserve to fulfil the requirements. The sharing of knowledge and expertise in renewable energy as well as energy conservation is also a step forward towards improvement in energy sector requirements. The countries have adopted various legislator and institutional frameworks to cater their energy conservation requirements.
