Additional Objectives:

The other strategic objectives of ICAO as specified in the Chicago Convention include fostering the legal framework in international aviation, helping in the mobilization of technical, human, and financial resources for aviation services and plants, and ensuring regular update of economic regulation of global air transport.

Changes in ICAO's Strategic Objectives:

Since its enactment in 1944, the International Civil Aviation has continued to work towards fulfilling its strategic objectives in light of challenges in the aviation industry. Due to its solid foundation, this organization has contributed to an arguably safe and secure global air transport and significantly lessened the effect of aviation on the environment ("Annual Report," 2011). ICAO's ability to contribute to a relatively safe and secure global air transport system can be partly attributed to its vigilance in identifying and responding to emerging issues and trends. Actually, the organization has remained more proactive and demonstrated necessary flexibility to respond quickly and effectively to aviation issues and trends.

However, the organization's priorities have changed significantly since the signing of the 1944 Chicago Convention because of challenges in international civil aviation. These challenges and emerging issues and trends have forced ICAO to change its priorities in order to promote the efficiency and effectiveness of the industry's operations while enhancing growth. Some of the major challenges the organization has faced from time to time include increased globalization, trans-nationalization of aviation operations and markets, and emergence of new technologies. The other issues are the use of aircrafts as weapons, environmental concerns, terrorism, development of regional regulatory and trading obstacles, potential avoidance of safety rules, and commercialization of government airlines (Savic, 2005).

These challenges and emerging issues and tends contributed to ICAO's adoption of a Strategic Action Plan in 1997 in order to further enhance the security, safety, and efficiency of global civil aviation and promote the Convention's principles. This Strategic Action Plan was also implemented to adopt the vision of the organization's founders in responding to these challenges and associated need of the Contracting States. Notably, the Strategic Action Plan was based on the eight strategic objectives that were specified in Chicago Convention in 1944 ("International Civil Aviation Organization," n.d.).

In the past few years, the greatest challenge faced by ICAO is the extraordinary and unrelenting growth rate of air traffic, which is expected to continue in the future. This growth makes it difficult to predict the state of air transport in the coming decades, especially for regulatory authorities. The organization has classified its strategic objectives into three major areas that govern its activities and programs. The objectives are security, safety, and environmental protection and sustainable development of the global aviation facilities and services ("Strategic Objectives of ICAO," n.d.). Safety and security focuses on promoting safe and secure global civil aviation while the third objective seeks to strengthen coordinated and financially viable growth of global civil aviation in ways that do not improperly cause environmental harm. According to its 2010 annual report, the priority of the International Civil Aviation Organization is to unite the aviation industry on the basis of security, safety, and the environment ("Annual Report," 2010).

The adoption of these three strategic objectives in the recent past is to help the organization to continue accommodating the increasing demand for global air travel while dealing with the challenges associated with the industry's growth.

Safety Objective:

By focusing on safety, the organization seeks to lessen the rate of air travel accidents worldwide while ensuring there are no regional accident rates that are twice as much as the global average. The organization's safety objectives and programs are highly collaborative and harmonized to represent the needs of ICAO's member states. Notably, these safety objectives and programs are based on contributions from industry players and major global players across the globe. In attempts to meet the safety objective, ICAO focuses on four major areas i.e. safety analysis, policy and standardization activities, evaluating major safety trends and indicators, and implementing targeted safety programs and activities. These four areas are improved through evolution of the organization's safety strategies by enhanced principles of risk management conducted by Safety Management Systems and State Safety Programmes.

Security Objective:

With regards to security, ICAO has shifted its focus to broad and effective sharing of information among aviation regulators and player in order to identify risks and take measures to prevent unsafe situations. In the past few years, the International Civil Aviation Organization has channeled its energy towards promoting the execution of the Assembly's declaration on aviation security. ICAO has sought to achieve this objective through advancing policy measures that are geared towards fostering the framework for international aviation security, carrying out audits to determine security concerns in global aviation in Member States, and executing an improved capacity-building initiative and security assistance ("Annual Report," 2011). ICAO has also enacted a series of initiatives to foster and harmonize aviation security measures.

Environmental Protection and Sustainable Development Objective:

From an environmental perspective, ICAO has adopted a worldwide framework for developing and distributing sustainable alternative fuels. Based on requests by the 37th Session of the Assembly, ICAO's environmental protection initiatives have included hosting a global conference on sustainable bio-fuels and conducting training for action plans of Member States. This body has also enhanced the work programme of the Committee on Aviation Environmental Protection ("Annual Report," 2011). ICAO has also developed new environmental equipments, improved cooperation with other United Nations' organizations, and carried out several climate change outreaches and initiatives.

Under sustainable development in air transport, ICAO has stretched its initiatives for the development of a good regulatory environment for sustainable development of air transport internationally. This has been accompanied by encouraging dialogue between Member States and providing online creative aviation data equipments. In addition, the organization has facilitated the signing of bilateral and multilateral agreements on air services. Despite of these agreements, the organization has availed practical directions for enacting and executing sustainable development policies and practices. One of the major trends that have contributed to enhancing sustainable development in global civil aviation is the acceptance of ICAO's initiatives by Member States and the international aviation community. Some of these innovations include various measures in meteorology, aviation frequency spectrum, aeronautical information management, infrastructure management, and policy developments among others.


Since its creation, ICAO has continually developed and evaluated the standards, policies, and practices in the aviation industry. The main goal for the creation of this organization was to enhance safety and security in international civil aviation and promote efficiency and effectiveness of operations. In light of the recent changes and emerging issues and trends, ICAO has changed its priorities and strategic objectives to focus on safety, security, environmental protection, and sustainable growth of the aviation industry. The organization's change in priorities and objectives is because of its initial objective to respond to challenges in global air transport. Generally, the organization has constantly changed its priorities and objectives based on the existing challenges, issues, and trends in order to ensure the effectiveness and efficiency of the international civil aviation industry. The changes in priorities and strategic objectives have enabled the International Civil Aviation Organization to remain vigilant and plays it role effectively in international air transport. However, these changes have been developed and continually evaluated based on the vision of the founders of the organization.
