[. . .] As an organization, HUD uses group thinking in order to be effective management for people that need help with public housing assistance. In group decision making, group thinking is a part of the decision making process for HUD to manage public housing. Group thinking calls for the tendency of group members to conform to the consensus viewpoint in group decision making. For example, instead of one person making the decision, it would benefit the group if everybody in the group would express their ideas until they come up with one idea together. Group thinking requires conformity so that it focus on the interpersonal transaction between group members. Leaders of the group are seen as part of the group decision making process by having a quality interaction between themselves and followers. HUD does not want to be lacking in group thinking and conformity because the housing would not be available for people who are in need of it. In order to be an effective company, HUD staff conforms as one so that they can provide proper public housing. Furthermore, decision making is a key activity that teams must do, no matter what their governance structure. For example, no matter if there is a group leader that makes the final decision, the group has to work together as a team to draw up ideas. In reality, most groups could or should be a lot better at decision making. Despite pressure to conform, desire to fit in, discomfort, leaders are willing to stand up and take personal risks for the benefit of the group. Therefore, HUD teams work well together and can make the best decisions as they are describe in the following example.

"An HA is responsible for the management and operation of its local public housing program. They may also operate other types of housing programs. (1) On-going functions: (a) Assure compliance with leases. The lease must be signed by both parties; (b) Set other charges (e.g., security deposit, excess utility consumption, and damages to unit); (c) Perform periodic reexaminations of the family's income at least once every 12 months; (d) Transfer families from one unit to another, in order to correct over/under crowding, repair or renovate a dwelling, or because of a resident's request to be transferred; (e) Terminate leases when necessary; and (f) maintain the development in a decent, safe, and sanitary condition. (2) Sometimes HAs provide other services, that might include such things as: homeownership opportunities for qualified families; employment training opportunities, and other special training and employment programs for residents; and support programs for the elderly" (HUD's Public Housing Program).

As the public housing mananagement, by law, there has to be a formal assessment on completion in order to be sure all recipients can confidently and correctly give their porition of the rent or mortgage. For now on, recipients of public housing have to comply with all guidelines by observing that they do key important tasks linked to the care service policy and procedures of housing program.

"Your rent, which is referred to as the Total Tenant Payment (TTP) in this program, would be based on your family's anticipated gross annual income less deductions, if any. HUD regulations allow HAs to exclude from annual income the following allowances: $480 for each dependent; $400 for any elderly family, or a person with a disability; and some medical deductions for families headed by an elderly person or a person with disabilities. Based on your application, the HA representative will determine if any of the allowable deductions should be subtracted from your annual income. Annual income is the anticipated total income from all sources received from the family head and spouse, and each additional member of the family 18 years of age or older. The formula used in determining the TTP is the highest of the following, rounded to the nearest dollar: (1) 30% of the monthly adjusted income. (Monthly Adjusted Income is annual income less deductions allowed by the regulations); (2) 10% of monthly income; (3) welfare rent, if applicable; or (4) a $25 minimum rent or higher amount (up to $50) set by an HA" (HUD's Public Housing Program).

As public housing management, HUD has to appply the policies to low income families due to the fact that they are recipients of the housing funding. Therefore, the housing program has to follow the above policies and procedures while giving out assistance. America needed to find the small business, consumer, and international markets to produce what is needed to push it to the next level. Only this country created this problem itself because of countless causes -- racial and ethnic differences, and cultural differences to name a few that enabled the benefits of public funding and housing to low income people such as the elderly and people with disabilities. Despite this new decision, the relationship between the two groups had to be mended before the country could move forward as a whole. From there, the government had to view the public housing programs such as HUD and its funding availability as cultural influences, which created a working relationship between the government and low income families, ultimately leading to better future dealings.
