SAMPLE EXCERPT:

[. . .] European Rail Traffic Management System enhances customer service across a broad area of the railway network, with efficient financial performance, while limiting spiral of public debt.[footnoteRef:7] Bluespace Thinking Ltd. (2010), adds to this argument by providing key reasons why the HS2 is economically unsound. They express their dissapointment of lack of alternative ways of enhancing communication in the UK business so as to reduce business travel.[footnoteRef:8] Greengauge (2011), put together a report aimed at developing strategy that opens the network to sustain additional operations. The report shows that the service offer at the present West Coast Main Line is flexible and can change upon the completion of the HS2. The report further found that Pendolino fleet will be re-deployed in order to provide efficient services between those terminals that will continue to rely on the line. Economic Benefit

The HS2 is expected to benefit businesses by improving the links between the major terminals thereby saving time and creating more job and business opportunities. In addition the line will open areas to larger employment pool which is expected to enhance productivity while cutting the cost of business.[footnoteRef:9] Therefore increased connections result in a broader business range and specifically market access. Nonetheless, during construction and even operations, the line will open business opportunities.[footnoteRef:10] [9: HS2 2011, Valuing the Benefits of HS2 (London -- West Midlands), viewed 16 December 2012, .] [10: Blackett, J 2011, Business Benefits, viewed 16 December 2012, .]

Environmental Benefit

HS2 provides an option for the reduction of CO2 emissions. According to the Climate Change Act 2008, the UK is supposed to reduce CO2 emissions' by 30 per cent by 2050.[footnoteRef:11] HS2 at present emits one third of CO2 produced by motor vehicles and one quarter by of air.[footnoteRef:12] These trains are electric therefore their environmental performance is better than the traditional petroleum powered trains or motor vehicles. Conclusions

The HS2 has economic benefits that include; improving the links between the major terminals, opening up areas to business thereby enhancing productivity. It is widely expected that the line will avail a wide business range and specifically market access. Nonetheless, there will be improved business during construction. In addition, the line will have environmental advantages as it will cut CO2 emissions.

Findings

HS2 is most likely to reduce carbon emissions as recommended by the Climate Change Act 2008.

Business is most likely to grow to the tune of £21,900 million as the value of present benefits and a further 82% of this to be transportation benefits and 18%.

Recommendations

This research points at the implications of developing the HS2 and is important as a guideline to those who need to examine the project in detail. However, further research is needed to look into the future relevance of the HS2 and more so with a changing user platform from middle income to the lower economic segment.
