The other requirement that is a necessary part of the pre-accident preparation is the availing of the necessary communication requirements. The pre-accident plan demands that the emergency communication channels be established with the relevant authorities and agencies. These agencies' primary role is the provision of life saving personnel and equipment. There are to be both primary and alternate communication networks. The primary communication network's role is to initiate an immediate notification to the emergency responders by means of either a direct wire intercom or via telephone lines. Other wireless communication methods can also be used. The primary communication channel should be subjected to a daily test in order to determine its efficiency to test if it operates. Should the accident site be off the airport, other available communication gadgets such as cell phones are used.(Castro,1988)

Term Paper on Pre-Accident Plan Is a Plan Assignment

There are a variety of agencies that form part of the primary net system of communication. These are the first agencies who receive the initial distress signals and communication. They include the fire department, the flight operation towers, the police and the nearby medical facilities.

The other alternate communication networks are called in so as to give a backup for the primary communication channels. This category or channel should also be subjected to daily testing t determine if it really works. The telephone numbers under this category must be periodically tested. The alternative communication channels should be automatically activated in case of failure of the primary system.

The pre-accident plan also calls for the provision of adequate site security in order. This is the responsibility of the airport security. However, it is the role of the Aviation Safety manager to take charge of the crash/accident site until the professional investigation agency arrives. The other role played by the security personnel is the securing and protection of the airport, government and other citizen's property.( National Transportation Safety Board, 2007)

Benefits of the pre-accident plan

The pre-accident plan is a very crucial part of any firm that deals or operates aircrafts. This is because it has a variety of benefits that are attached to it. The first benefit is its ability to prevent loss of life during a mishap or accident. This is through its life saving elements like Search and Rescue (SAR), and emergency medical and ambulance services. This has the financial implications since it aids in the prevention of financial compensation for lost lives and the loss of equipment in fire damage and theft at the accident scene. The other benefit of pre-accident planning is its ability to prevent environmental degradation as a result of the spillage of highly hazardous materials on the crash site. The plan has elaborate scene clearing mechanism that helps in containing the hazardous materials in the site of crash and hence preventing further loss of life and general environmental degradation.

The FCC requirements

It is the requirement of the FCC that every organization that operates airplane formulate appropriate pre-accident and post-accident procedures before beginning their operations. The plans are also to be subjected to constant revision annually in order to accommodate the latest development in the field of air transportation.

The pre-accident policy formulation is an important milestone in the field of air transport and therefore proper attention should be given to it so as to increase the level of safety and preservation of the lives of both the crew and the passengers of airplanes.
