The modern world of communication, such as computers and television, seems to have possibly made an impact on increasing intellectual scores. According to one Dutch study of 18-year-old males, scores rose steadily "between 1952 and 1982, gaining the equivalent of 21 IQ points in only 30 years." However, American IQ's rose only 3 points per decade. Nonetheless, IQ's are rising steadily, therefore IQ cutoffs should be raised to 80 to determine mental retardation to accommodate the statistical trend.

Raising the IQ cutoff to 80 would enable more children to qualify for special education. Often these are children with less than severe learning disabilities that would benefit greatly from classes for the learning disabled. Many overcome disabilities that result from environmental factors or cultural deprivation. In cases where the child has a mild disability, programs in special education could impact the rest of his or her life for the better.

Raising the IQ cutoff to 80 would decrease the number of children who are filtered into mainstream academic student population. This would decrease the number of graduates who cannot pass a proficiency test, yet are given a diploma. There are numerous studies and statistics that show an alarming number of children are graduating from high school who are basically illiterate. Raising the IQ cutoff would, therefore, help those children who are border-line and are not receiving the necessary placement to meet their special needs.

Conclusion discovered that there are as many research studies and opinions for raising the IQ cutoff, as there is to not. Each study, as all studies, contradicts or confirms other studies. Moreover, each study in itself is certain to be flawed in some way upon analysis. Studies generally show what the beholder wants to see. Nevertheless, there is a great concern among scholars regarding IQ tests and how they are used to measure intellect of an individual, thus possibly stigmatizing him or her for the rest of their lives, when perhaps something as trivial as home environment or poverty may have affected the outcome of a test score. Furthermore, IQ test should only be used as part of an intelligence evaluation, taking into consideration all the other variables, including the unknown factor. The debate over the relevancy of IQ tests and the IQ cutoff for mental retardation has been an issue for decades and is sure to continue to produce more commentaries and studies in the years to come.
