The state's specific role in justice and security service delivery include monitoring and regulating the delivery of justice and security and ensuring that public goods are equally accessible to all as well as protecting and preserving human rights and establishing the "contours of an enabling environment for the provision of security." (OECD, 2013) Non-state service delivery has benefits including greater effectiveness and the greater physical access of the public to dispute resolution that are non-state methods. Other benefits include the ability of the public to comprehend the language "linguistically, culturally, and intellectually" as well as the public's greater trust in the "transparency, legitimacy, efficacy, and timeliness of decisions" as well as "lower transactional costs." (OECD, 2013)
