Social Welfare Policy

Objective of this report is to analyze the detailed available resources seeking to ease the social problems. To complete the report, the author visits in person three appropriate employees of the government organizations to explore available resources to ease or solve the social problems. The report focuses on the Assembly Bill, which is "H.R. 1368: Prepare All Kids Act of 2013." (Gov Track, 2013, p.1).The paper provides the summary of the legislation to enhance a greater understanding of how the legislation can be used to solve social problems.

The "H.R. 1368: Prepare All Kids Act of 2013" was assigned to the congressional committee on March 21, 2013 to consider the bill before being transferred to the House of Senate. The purpose of the Bill is to assist States in order to deliver a voluntary high quality universal pre-kindergarten education to support toddlers and infants. Typically, the legislation aims to amend the Elementary and Secondary Education Act 1965 to establish Prekindergarten Incentive Fund. The Bill is introduced because Congress discovers that early childhood development education is very critical for the economic development and should be a national priority. In many States in the United States, lack of stable funding for the educational systems poses enormous threats on the provision of high quality pre-school. Thus, high quality early education is very vital in closing the educational gap between low-income people and high-income people. More importantly, provision of high quality pre-kindergarten is a cost effective for educational investment of children and for the nation as a whole. Children having high quality early childhood educational system will have higher chance of complete university or college education. Typically, every $1 investment for the early childhood education will make taxpayers to save up to $7 in welfare, crime, special and remedial education.

Moreover, the legislation is introduced because high quality early education will assist children to achieve academic success. More importantly, the bills aim to:

Improve children skills in areas of problem solving, improving performances on standardized tests;

reduce grade repetition;

reduce the number of students enrolled in special education; and Increase the number of students for secondary school graduation rates.

D. Identification of Target Agencies and Reason for choosing them to Interview.

The target government agencies for the interview as follows:

Office of Elementary and Secondary Education (OESE),

Congress -- U.S. House of Representatives and,

Department of education.

The major reason for chosen the "Office of Elementary and Secondary Education" for the interview is that this agency is a "part of the Department of Education, and the Office of Elementary and Secondary Education works to bolster the achievement of students in preschool through secondary school. The office also works to ensure equal education opportunities for all and to provide assistance to state and local schools." (USA Government, 2013, p.1). By interviewing one of the officials of the OESE, I am able to understand the impact of early quality education on the education development of children. Typically, this agency has a comprehensive data on the educational performances of all children in both primary and secondary education. Moreover, the agency is able to provide information on the educational performances of children receiving early pre-kindergarten quality education compared to the educational performances of children not receiving high quality education in their early childhood. The information assists in enhancing a greater understanding on the important of the proposed bill.

Moreover, the U.S. House of Representative is the lower house that passes the bill into law. I scheduled interview with member of House of Representative to understand the chance of the bill becoming law. The interview assists me to understand what the other member of the house believes about the bill and whether the two-third majority of the house is really interested in the bill. The interview also assists me to understand whether there are available resources to finance the legislation.

Finally, I conduct an interview with a government official working in the Department of Education because "mission of the Department of Education is to foster educational excellence and to ensure equal access to educational opportunity for all." (USA Government, 2013, p.1). Similar to OESE, the Department of Education has compressive data on the performance of children in schools and factors that contribute to children educational performances.

E. Process for Getting the Interviews

The process of getting the interview done takes several stages. First, I visited the website of the U.S. government ( and entered into the Chat Room located in the website. After entering my information in the Chat Room, I was directed to a government representative whom I chatted with. During the chatting, I explained that I was a student conducting a research on the bill "Prepared All Kids Act of 2013" and I wanted to schedule interviews with one of the government officials at Office of Elementary and Secondary Education (OESE), Congress -- U.S. House of Representatives and, Department of education concerning about the Prepare All Kids Act of 2013. The official in the chat room redirected me to the officials in all these agencies, and I was able to secure interview appointments with them after about more than 30 minutes of chatting with each of them. The official accepted to arrange the interviews with me in person and I was told that when coming for the interviews I should come along with my identification papers.

F. Major Interview Questions

There are five major questions directed to the official of each agency, and the interview questions are as follows:

Interview questions with officials of Office of Elementary and Secondary Education (OESE) and Department of Education are as follows:

1. What are the major benefits of high quality pre-kindergarten education to children educational development?

2. Are you aware of the Prepare All Kids Act of 2013. What is your opinion about the Prepare All Kids Act of 2013? Could the legislation improve educational development of our country?

3. What is your opinion of high quality pre-kindergarten to the development of the country as a whole?

4. Do you think government should disburse funding for the pre-school education? And if Yes, Why do you that the government should disburse funding in this channel?

5. Do you believe that U.S. science and technological educational system could be improved with high quality pre-kindergarten?

Different interview questions are used for the official of the U.S. House of Representatives and the major interview questions are as follows:

1. Do you think that Prepared All Kids Act could improve the quality of the U.S. education?

2. What is the chance of the bill becoming a law? Does majority member support bills?

3. Do you think that the government has enough resources to implement the Prepared All Kids Act?

4. Do you think that the government is ready to increase funding on the education of pre-kindergarten?

5. Will the government accept to disburse the fund to implement the legislation since there are other pressing agenda that need immediately funding?

G. Results

The findings of the interview with the three government officials reveal that "Prepare All Kids Act of 2013" is to deliver high quality education that will be able to promote responsible behavior among teens and adults. Typically, children receiving high quality education at childhood are likely to become responsible citizen and the introduction of the legislation will assist in:

reducing crime, unhealthy behavior such as drug use and delinquency;

lowering the rates of teen pregnancy;

Achieving a greater employment as well as higher wages for adults;

contributing to the increase in more stable families,

More importantly, the high quality pre-kindergarten programs will assist children to:

succeed in school;

attain higher levels of education systems; and become citizens who will be able to:
