This represents a real challenge for the law enforcement agencies such as the CBP as well as for the legislative body at the level of the country to ensure that, while maintaining and preserving the right of people to seek better life conditions, they do not do that at the expense of the law or do not jeopardize the security and safety of the American people.

In terms of the actual actions conducted by the CBP at the borders, as per the activity report for the fiscal year 2012, the federal agency, among other achievements conducted"999 apprehensions at and between U.S. ports of entry 54 arrests of wanted criminals at U.S. ports of entry" (U.S. Customs and Border Protection, 2013). It may be that at the larger scale of the United States, such results may not impress at a first glance but, it must me pointed out that, the CBP despite the fact that it is a federal agency, has a limited scope of activity and it limits to the protection and control of the borders. Even more, the agency "protected more than 5,000 miles of border with Canada, 1,900 miles of border with Mexico, and 95,000 miles of tidal shoreline" (U.S. Customs and Border Protection, 2013)

In terms of the state and local entities that ensure the protection of the civilians in the country, there are numerous and mostly share the same core values and norms as they reflect the greatest concern of the DHS, that of protecting the population of the U.S. from any potential threats. Even so, state and local agencies have different responsibilities.

The New York State troopers represent the specific state police force for the state of New York. In its current form, the NYP was established in 1917 and has since served the state of New York in law enforcement, protection, and assistance. Its jurisdiction spans over the entire state of NY and allows the law enforcement officers to assist throughout the state. The core values of the NY State troopers are similar in nature to the other forces of its kind throughout the United States and include "integrity, respect, customer service, continuous Improvement and Learning, leadership" (New York State Police, 2013). These are essential values for every agency as they point out the focus of the agency for the people it serves. More precisely, the integrity and respect for the individual reveals the sense of duty and the focus on the center of the reason to be of the agency, and that is to ensure protection. At the same time, the troopers, regardless of their area of expertise, must always be up-to-date on every new technologies, on the latest developments in the world; to this aim, the need to constant improve and learn is obvious and vital for this line of business especially seeing that the challenges are constantly changing and imply higher degrees of expertise.

The New York State Police consists of several specializations to include field troops, bomb squad, emergency units, aviation unit, canine unit, snow and mountain bike units which makes it one of the most complex law enforcement state agencies in the country. (New York State Police, 2013)

Suffolk Police Department

In terms of local agencies of law enforcement and insurance of safety and security, an example in this sense is the Suffolk P.D which is a local agency that established in 1960 that consist of municipal, county, tribal and regional, their many focus is to is main and uphold the laws and investigate local crimes in their jurisdictions. The structure of this local police department is adapted to the needs of the region, reason for which the police department has units to include auxiliary police, emergency services, hate crimes unit, identity theft, impound unit, marine bureau, pistol license bureau, or property auctions (Suffolk County Police Department, 2013). This is an important aspect because it points out the adaptability of the force in the conditions of particular crimes that take place at the local level. Given the necessities of the local community, the county agency can ensure a higher degree of flexibility and can assist the local population to a larger extent that another more structured agency would do it at the local level.

Overall, there are several conclusions to be drawn. On the one hand, the issue of terrorism and the need to improve and to stay alert for any type of threat at the national security is crucial for the United States. On the other hand, the role of federal, state, and local agencies of law enforcement is essential and their particular actions, taken separately and together, ensure a higher degree of coverage at the national level and thus ensure that the threats, regardless of their nature, are better dealt with at national, state, and local level.
